I think Cheney's vistit awhile back was a critical meeting, the Saudis and other 'moderate' Sunnis were worried by the mess in Iraq and the growing influence of Iran. Condo and the W administration have stumbled from one mistake to another. I even believe that the Sunnis gave a wink to the US and Israel in Lebanon. But the results told the Sunnis Arabs that this administration has no clue to 'fix' the ME. I believe that the Saudis are running the show, disgusted by the US incompetence.
