Depends how the stacks and returns were run. If you ever built&#039;looked at house under construction, you see that ducts and returns are most definetly shared across rooms/floors with various dividers and so on to divert/manage flow.  Given the buildings in DC are pretty old, I figure the duct work is probably retrofitted and thus even a bit crazier than normal.   Assuming they ment ventsm, then I would bet on the returns being the culprit here.</description>

That&#039;s quite scandalous. Congressmen would be well adviced not to make this a public topic, like Tancredo did. The public climate in the US today is very much against smokers, he won&#039;t find much support for his cigar habbit. If I were him, I would have tried to get better air conditioning, without making much noise about it.</description>

In Hawaii, smokers aren&#039;t allowed to smoke if they are less than 21 feet outside of the next door or window. Is smoking in public buildings in DC really allowed? Must be about the last state in the union where this is so.</description>
