I guess at some point Bush realized he can pretty much say whatever he wants and there just isn’t repercussion for him. If he wants to look us right in the eye and tell us things are going well and the Iraqi people want to thank us for the war, thats exactly what he’s going to do.
I tend to think that much of what he said was vetted by White House aides who are constantly searching for ways to make him look like a winner. It may not always match reality, but that way he can save face. They probably gave a list of the questions to the WH beforehand, so they could figure out the best way to handle them.

“The aide said that guys like me were ‘in what we call the reality-based community,’ which he defined as people who ‘believe that solutions emerge from your judicious study of discernible reality.’ ” The aide told Mr. Suskind, “That’s not the way the world really works anymore. We’re an empire now, and when we act we create our own reality.”
So the new reality is that the Iraqis should be grateful and most are.
Once again, before we invaded, Iraq had electricity, running water and working sanitary sewers 24/7, women could go out alone, drive cars, work, attend school and not wear the burqa. The education system was the envy of other Arab nations, people sipped coffee in lively cafes without fearing for their lives and the average Iraqi was 59 times less likely to die a violent death than now.
