I agree with what Matthew Yglesias says about this:

This is the sort of thing that can make a man shrill; I'm not sure what other indication you need that this cruel farce is being undertaken in bad faith. Or does Bush have some actual reason to believe that the number of additional troops required for the Iraq mission to succeed just so happens to be the exact number of troops who it's logistically possible to send? That's be a hell of a coincidence, wouldn't it?

The Democrats also do not want to be seen as "play along to get along" either. They have the majority of both houses in Congress, and it is about time to show some leadership capabilities. Just because the last congress was ineffective, corrupt, and lacked leadership (other than decisive topics that played Christians v. non-Christians), that does not mean this congress has to follow the same path.

The Democrats want a change, but the division seems to be what the next step is to be. If they are seen as following the lead the administration in regards to Iraq, then they might as well get ready let the Republicans get majority next year.

Democrats are also in the position of not wanting to "play along to get along". People in the states are unhappy with the management of the war, but are really unsure what the answer should be to remedy the situation. If the Democrats roll over to enable the White House dictate what the solution should be and in 6-12 months it turns out to be a charlie-foxtrot, then the Democrats have heaped coals on top of their own heads for not producing leadership to the counter the administration's ever increasing blunders. The Democrats are no longer the minority in Congress and they cannot abdicate their responsibilities as the formerly run GOP congress. To be the leaders means they have to lead; not twindling their thumbs waiting for events to get progressively worse and blaming the administration.

They have to show leadership abilities, otherwise they are a bigger failure than Delay, Santorum, Frist, Hasrtert, and the rest of them who did "play along to get along". The administration got to play Duke Wellington and Congress got pork barrel projects.
